Buying writable CDs is often cheapest if you buy them on a spindle. But without any jewel cases (since you just used them to
build a piece of art) all those loose CDs can easily damage.
David Curry shows us the solution: paper lunch bags. By cutting off an inch and a half from the open end of a lunch bag you can create a foldable and closable case for your CDs. You can glue some printed cover art on it but if you find the right kind of paper bag you might be able to print the cover art directly on it. It's a cheap and easy solution and it gives a great retro look to your CD, CD-ROM or (HD) DVD collection.
